This is some type of test hub trial striking. The photo gives the illusion that the devices are raised, but they are actually incuse, recessed into the medal. This has a design similar to the HK-245, but it is a different size, and it is an incuse hub type of striking, as the design is in reverse and is recessed into the medal, not raised. The official exposition official medal was struck in the Mechanics Building by U.S. Interior Department contractor J.W. Ewing. The dies were designed and engraved by Charles E. Barber and produced by the Philadelphia Mint.
