This is some type of test hub trial striking. The photo gives the illusion that the devices are raised, but they are actually incuse, recessed into the medal. This has a design similar to the HK-245A, but it is a different size, and it is an incuse hub type of striking, as the design is in reverse and is recessed into the medal, not raised. The reverse signed ED. JONES & Co. OAKLAND. It has also been rotated and double struck.
