This is die variety Type 1 with Obverse #1 and Reverse #1. SH 15-6 Gold-Plated. Medal from the 1907 Jamestown Tercentennial Exposition held in Norfolk, Virginia. Obverse features the exposition grounds and buildings. The reverse top features ships that sailed to Virginia in 1607, bottom depicts Battleship Virginia in 1907. Listed as brass by Hibler & Kappen they were actually gold-plated.
