To commemorate the 150th anniversary of the establishment of the seat of Federal Government in Washington, D.C., the obverse displays the Statue of Freedom on the dome of the Capitol. On the reverse President Adams addresses the 6th Congress which resulted in Washington DC becoming the permanent Capital. Designed by Thomas Hudson Jones and struck at the Philadelphia Mint.
