California Midwinter small denomination gold?

This item is slabbed as HK-402A, reported as a silver-plate original PPIE Alabama state fund SCD. It's clearly a modern restrike, but how someone thinks it's silver plate is beyond me. I imagine someone could have tried to apply some silver plate on the reverse, but it looks more like some discolored antiquing.

Hi Bill Have not completely formulated an opinion on these charms.. One of my concerns is how do they relate to a commemorative medal? Is a charm a commemorative medal? I think a charm is a charm, and a commemorative medal a commemorative medal. Just because they were made at an expo does that make them a commemorative medal, I don't think so. I don't think the Hart Coins were commemorative but rather imitation pieces of sorts.

I should have added that F. Noble of Chicago produced one or more of these charms. Noble produced two Midwinter SCDs and they had a production and sales area at the Midwinter Fair. We suspect they sold the charms at the Fair, but we have no direct evidence that they did.
