HK-728 Spokane Chamber of Commerce

I own an HK-728 so-called dollar (image below). In the H&K reference book, this item is not attributed to anything and is listed as "undated." Recently, I ran across a "Spokane Day" medal (image below) from the 1909 Alaska-Yukon-Pacific Exposition that has an identical reverse. Seems to me that HK-728 is a medal related given out by the Spokane WA Chamber of Commerce to advertise Spokane... and perhaps later may have been distributed at the 1909 AYP exposition. Jeff & Bill, do you agree? Thoughts from anyone on this?
