Rochester Times Union Medal

It does appear that each medal was individually numbered. It could be an employee number or maybe something like a lucky subscriber number (if your number is drawn, you win something). A lucky number would imply something less than the total number of subscribers.

Here is a medal I recently acquired. It is silver and relates to the Rochester Times Union new building opening. Has anyone seen this medal before?
