So Jeff and Bill's book states that the background details on SH 25-28 "remain a mystery," but the piece does appear to have been made by Metal Arts Co.   Here's the one I own courtesy of Jeff.  These seem to be quite hard to find, and when discovered, there always seem to be other buyers/bidders.
